| To create a department that deals with the following issues 1. Any terrorist or infiltration "aka nation raiding" into the country to directly undermine or control the political process not RP but directly malicious. 2. To solve any conflicting issues regarding the safety and security of playing and the parties 3. To create transparency against attacks from anonymous sources by the usage of the forum 4. To prevent cyberterrorists in this country The procedures for all the following as follow situations corresponding to the upper number. 1. The homeland security should coordinate with the internal affairs cabinet person VIA messages about a potential coup regardless of maliciousness. The group uses evidence and the homeland security council voted in if it is malicious. If it is malicious the president is notified and immediately uses a press release to notify and can use non-binding executive order to FREEZE the Senate from passing laws (honor system) and can directly propose to extend the election term to stop elections from happening. Moderation will be asked immediately. 2. If people are harassed by people the department of homeland security council will vote on if it is a threat and will then notify moderation if determined a threat. Temporary non-binding bill freeze on new bills will be in acted. 3. If a person wants to complain about the system they should message the head of the department of homeland security who will notify the council of the complaints about the party. The complain must contains the exact rule violation. A person may post on the forum right after bust must notify homeland security first. Homeland security head will message the person directly to notify and homeland security council will choose if the threat is valid. Moderation can rule guilty and homeland security council can't override. However, if moderation doesn't rule the homeland security council may rule guilty and enforce a penalty that will be voted by the senate with the guilty party not having any votes but the right to a 6 month defense period. 4. Cyberterrorists will be dealt with through the homeland security council and the advise of the internal and defense mins tiers. Council The one land security council will be headed by the party with the most seats. The head of he council will choose 2 parties to be on the council and those parties need to be affirmed by 50% of the non-head parties based on seat number not quantity. The council won't change unless a new council head party is put into power. |
