The seats will be made up of different political parties which shall recieve their seats in the Terran Parliament Proportionate Representative system.This system is that in every national election for a member country, the percentage of seats a party gets shall be the percentage of seats a party receives in the Terran Parliament. There is a Terran Union Council. This council is run by the commissioners and has the power to overrule any legislation results in the Terran parliament. There will also be a President of the Union. This will be an elected member which has received the most votes in a Union presidential election using a first-past-the-post electoral system.Each nation member must make a nomination for the position. That nomination must be from the GOVERNING party of their country. There is also a Union Cabinet. There are up to 20 cabinet members: •Secretary of Union for Finance •Secretary of Union for Human Rights •Secretary of Union for Defence •Secretary for Farming and Agriculture •Secretary for Diplomacy. •Secretary of Union for Science and Technology •Secretary of Union for Welfare •Secretary of Union for Justice and Law •Democratic Authoritative Secretary for Parliament (Leader of Democratic Terran Parliamentary Authority) •Democratic Authoritative Secretary for Diplomacy (Leader of the Democratic Union Diplomatacy Authority) •Democratic Authoritative Secretary for the Supreme Court of Justice and Law (Leader of the Union Supreme Court of Justice and Law) •Democratic Authoritative Secretary of the Central Terran Union Bank (Leader and Executive of the Central Bank) Article 2-ECONOMIC POLICY: This is run by the Central Bank of the Terran Union which is run by the Democratic Authoritative Secretary of The Central Bank of the Terran Union. The Central Bank of the Terran Union: http://classic.particracy.net/vieworganization.php?organizationid=3937 This bank has its own currency called the Terran Dollar (TD). This currency does have to be used by all nations unless otherwise granted by the Union Executive. *||•NOTE: The Terran Dollar does not apply to Jakania•||* •This is a free market zone which will have no tariffs on imports and exports which will be shown in the first treaty. •Each nation will have to make a NET contribution annually. This amount is different for each nation and will be decided based on the state of their economy. •In the event of a nations economy crashing, bailouts will be used and an interest rate of 0.5% is added when paid back. Payment back is done at least 4 years after bailout to ensure economic stability. •A NET Annual contribution to the Central Terran Union Bank of 10,000,000,000 must be made every January. •Some contribution money is returned in a Central Bank Returns Allowance. The amount is between 5-55% of NET contribution and is decided by the Chief Executive. •The TD value is the equivalent to 0.75 LPD •(Please note that although the currency for member states should be the T$D it doesn't effect private/independent banks) •When a new nation joins, they are split into one of two groups: CONTRIBUTOR or CONSUMER. These groups mean that a contributor must pay extra money into the Union and the consumer nations shall recieve that extra money. Your nation will be told what group you are before entering the Union. *||•NOTE: Jakania is currently a CONSUMER•||* Article 3-DIPLOMATIC POLICY: •This is run by the Democratic Terran Diplomacy Authority. •This Union is designed to bring nations together, and to prevent any conflict between members of the Union. •Any aggression towards other member nations would result in a fine worth a minimum of 2,000,000,000 (T$D) or equivalent currency. •In times of war, each nation must be willing to donate a military force called Terran Union Defence Responce Force. This amount of military aid will be decided by the Secretary of Union for Defence and will be different from nation to nation. •The use of military intervention must be approved by the D-T-D-A. Failure to consult before military intervention can lead to fines, economic sanctions and even cancellation of Union membership. Article 4-TERRAN UNION SUPREME COURT of JUSTICE & LAW: *||•NOTE: None of this applies to Jakania•||* •By signing to become a member of the Union, you are automatically part of the Terran Union Supreme Court of Justice. That means that as well as a member states own legal system they must Enforce and use the Union justice system which can overrule any laws made by a nation. •The court is run by an elected state member politician. •Any laws that are against the Union laws go through the Supreme Court of justice and a nation will either be forced to change it or it will be allowed to stay the same. •Any legal trials and sentences can be changed by the court upon appeals and if permission is granted by the nations leader OR if a majority of MTPs vote for a change in the sentencing. •This court has the authority to overrule any national government however will usually allow a national government to stick with their decision. Article 5-FREEDOM OF MOVEMENT: •It is important that member states should immediately enforce the following after signing this membership agreement; •Freedom of people amounts to all member states is an essential. All member nations must comply with this law. •Anyone coming to work from in the Terran Union does not require a visa. Only requires a passport. •Benefits and other Welfare packages cannot be claimed by a person living in another member state until after a one year period. *||•NOTE: For Jakania this period is 2 years•||* •Short term travel is allowed and member state citizens only require a passport to travel to another member of Union. •A member state CAN deport people if they are considered dangerous or simply not beneficial. |

We also agree to the negotiations and reforms we have granted to the government of Jakania and we hope that this legislative assembly grants the ratification of the act of Union treaty.
