Bill: Referendum on National Service

Details

Submitted by[?]: Fortschrittsvereinigung

Status[?]: defeated

Votes: This bill is a resolution. It requires more yes votes than no votes. This bill will not pass any sooner than the deadline.

Voting deadline: October 4050

Description[?]:

Following a large surge in opposition to national service but the staunch including of it in our nation for many years, we made it our key election pledge to hold a referendum on it if we got into power. As an honest party, we did not delay in this promise and have instantly proposed it.

(OOC: In compliance with RP in the nation, we need two-thirds to repeal National Service in our nation. Not wanting to wreck RP, I have decided the best step is to have a referendum on the matter. Seeing the DSNP does not take up a full third of the legislature, we will need all three remaining parties to vote yes on this proposal. RP wise if this does not happen the referendum will have resulted in a no vote from the general public.)

MessageOOC: There is no opposition for national service and if you're going to claim that, I'm going to claim there isn't.

Also there's no constitutional basis for a "referendum" in Dorvik. Can't claim something like that without a mechanic.

Also please note this isn't the UK. Take a good look at the cultural protocols and adopt your play stance to the national description please. It's greatly appreciated friends.

MessageOOC: Well RP wise we can just say that there is growing opposition to it...if everyone in the nation keeps the same views forever things will get pretty boring, and unrealistic.

You're right there is none; this referendum isn't legally binding. It's merely an exercise brought on by our party that's advisory.

From the looks of it the People's Movement has voted against anyway so it won't pass. This is still a decent piece of RP however.

MessageOOC: Alright and I'll claim thats a fictional and made up scare tactic. You can keep with the "fear mongering" about how things never change, that's totally fine. However, things do change and change often here its just parts of a culture that I wish to protect and that is one of them. Theres extensive background to support it. If you wish to call that "unrealistic" I point you to the real-life nation of Switzerland.

There is no referendum. It doesn't exist. You can't just call a referendum when there is no mechanic for it IG or RP.

I don't think this is a decent RP at all, this is a player whose trying to turn a unique nation with some twang into another generic Liberal democracy and "Luthorianize" it because you cannot step outside the box and wrap your head around a different nation.

Laws and stuff like that have changed here tons of time, however, there are just a few things that I would prefer to stay how they are and they are 100% part of the national culture. I'm sorry, I think thats totally fair. If I came to Luthori and you guys had something when you were there that you wanted to hold onto because it was a huge part of the culture I believe that should be respected.

MessageOOC: Referendums are actually allowed as a form of RP under a set of conditions.

- the result of the referendum or a full description of how the result will be determined. The bill could arrange for the result to be simulated by applying a simple formula to the outcome of an upcoming election. For example, the RP event bill might list what percentage of voters for each party will vote "Yes" and "No". Alternatively, as an example, the bill might delegate authority for determining the result to a designated player.

- the RP event bill should specify the in-game date at which the referendum will be held. For example, it might be held simultaneously with the election, or it might be held a year after the election.

- whether the bill is recommendative (ie. the legislature and/or government considers the referendum result and then takes a decison on what to do next) or enactive (ie. the referendum could potentially immediately enact a piece of legislation). However, bear in mind that it is not possible for RP laws to over-ride game mechanic laws, so no referendum RP will be legal under the rules if it conflicts with this principle.

MessageOOC: They can be "allowed" all they want, Dorvik does not have a mechanic for them therefore making the concept of one, void.

MessageAs Reddy explained, the RP laws establish a mechanism for referendums to be simulated in Dorvik, as in every other nation.

Farsun, with respect, you have a long history of wasting our time by misrepresenting the Game Rules to your own advantage, compelling us to step in and correct you when we notice it. Please desist from this. Do not expect us to be endlessly patient.
