Description[?]:

There should be a chair of debates in the house of commons. This person shall be called the speaker of the House of commons and will be adressed as Mr Speaker.

the new speaker shall be the Rt. Hon Harry Johnson

- when debating, all parties must put; Mr Speaker at the start of a message.
- the speaker chairs debates
- he/she shall be controlled by a party and shall be an MP.
- The speaker must remain neutral in debates and cannot favor his/her own party over others.

Speakers Powers:

If a party or a Mp is behaving badly and not debating fairly and respectively the speaker has the authority to do the following;

1) can issue a warning
2) can issue a second warning
3) can ban a party from debating for a period between 5-25 minutes (OOC)
4) can ban a party from debating for a period between 25-60 MINUTES (ooc)
5) can remove an MP from the house of commons (IC) FOR A DAYS PROCEEDINGS

this is done by him saying;
(all those in favor say EY and on the contrary say NO)

If more seats or more parties vote in favor then that punishment may be given.

As leader of the opposition, I Casper Hurgan am in agreement with this bill and we will lend support. But believe the speaker should be elected at the start of all parliaments after elections by MP's. Though they must remain impartial.
