This is a gentlemen's agreement:

We suggest that bills proposed (if more than 1 proposal in the same bill) be from the same spirit or subject.
For example, it is not recommended that a bill can have two different subjects, one that proposes federalism and the second that favors military pacifism.
If a party has a clear agenda of supporting one and not the other ideology, any vote (yes or no) would damage its ideology or visibility on the matter.
