| GAMBLING, defined as playing of a game to lose or win money or prizes. WAGERING, also known as betting, is the practice of placing money upon the odds of a team winning a game, a person winning an election, or some other probability or improbability occuring WHEREAS gambling and wagering are addictive. Many people who gamble and wager find themselves compulsively participating in those actions, and find it a drain on their finances and family life. WHEREAS there is much profit for the government to make from regulation of this vice, licensing of casinos and wagering parlors. This money can go into schools, healthcare, infrastructure and the arts, to benefit the entire society. WHEREAS gambling and wagering still plays a role as entertainment in private homes. WHEREAS this bill shall limit gambling and wagering related violence and assure these behaviors occur in safe spaces. |
