WHILST accepting that the allowance of competing organisations in the provision of energy production can, in a limited form, help to decrease certain costs, and, whilst accepting that private organisations cannot guarantee, at all times, the provision of energy supply, the Government will allow the production of energy to be carried out by both Publicly owned generation facilities and privately owned generation facilities in order to help guarantee supply of energy at all times. The publicly owned generators will not be directly affiliated to government, nor will they receive large amounts of capital investment from aforementioned government, however they will operate within a franchise agreement. Within this agreement will be the guarantee that power will be supplied to the grid for the duration of the agreement at a price determined by the market allowing for the investment and improvements that can be catered for by the Private Sector whilst guaranteeing the provision and service that is provided by the Public Sector. They will, however, in times of national crisis be returned to the control of the Ministry of Infrastructure. |

Message | It's true due to the wording of the bill. Private organisations can't *guarantee* at all times the provision of energy supplies, moreover, if they are the only suppliers they can artificially force prices upwards. Now, if they are forced to compete with both the public and private sectors we can guarantee that at least minimal supplies can be guaranteed (public) and that prices do not reach such a level as to make them extortionate (public vs private). |

Message | I still don't see how a publically owned company free from other governmental intervention is any more likely to be able to guarentee supplies than a prvately owned company. As for the price fixing argument I agree with the possibility but would argue for it to be banned seperately as a bill to apply to all industrial and commercial activities. |
