MessagePreamble: We, the sovereign and free nations of the continent of Majatra, in order to better establish peaceful mechanisms for the resolution of international disputes, to establish the principle of national sovereignty and to provide a path to general peace, prosperity, security and liberty for hereby do declare and establish this Union of Majatra to fulfill these goals.

CHAPTER 1: MEMBERSHIP, DUTIES AND STYLE
Article I: Only nations in the continent of Majatra are allowed to become full members of the UM upon ratification of this treaty. Any outside nation may establish a working relationship with the UM as an observer state with non-member status.
Article II: All member states agree to abide by the provisions of this Charter, by the decisions rendered by the bodies established by or through this Charter and to respect the sovereignty of the member nations of this group. To that end the UM pledges to defend, in whatever capacity is determined appropriate the member states of this organization.
Article III: To pay for operations of the UM all member nations are asked to pay no less than 2% of the annual foreign ministry budget to the UM to fulfill its obligations to the member states.

CHAPTER 2: ORGANIZATIONAL STRUCTURE
Article I: The highest body of power in the UM shall be the Council of Majatra which shall consist of one delegate per member state and all member states shall have one vote. Its duties include the oversight of the UM, electing members to the different bodies, developing the budget and overturning decisions by lower bodies except where prohibited.
Article II: The lower bodies are the Majatran Economic and Development Organization, Majatran Cultural Organization, and the Majatran Agency for Human Rights. All of these bodies fall under the direct oversight and authority of the Council of Majatra.
Article III: On par with the powers of the CoM shall be the Majatran Permanent Court of Justice, the Permanent Secretariat of Majatra, and the Majatran Peace and Security Council.
Article IV: These groups shall be the institutional basis of the MU however the Council of Majatra and other duly designated groups may establish further such agencies and offices as they need to carry out their tasks.

CHAPTER 3: Council of Majatra and Lower bodies
Article I: The Council of Majatra is to be the prime decision making body of the UM with each nation on the council receiving one vote. The Chair of the group will rotate every 5 years according to a pre-determined method. Upon implementation of this Charter the first Chair shall be Zardugal.
Article II: The Council shall only use majority vote when voting for members of the different councils, and when approving the budget. Unanimous consent must be sought for overturning decisions of lower councils, for disciplinary action against member states, and for deciding whether or not to invoke Chapter 1, Article II of this Charter.
Article III: The Majatran Economic and Development Organization shall be headed by a Director-General who will be elected every 5 years. They are responsible for coordinating economic and development efforts, resolving trade and economic disputes and ensuring economic prosperity for all Majatrans.
Article IV: The Majatran Cultural Organization shall be headed by a Director-General who will be elected every 5 years. They shall encourage cross cultural understanding between members and shall endeavor to coordinate and support efforts to link the peoples of Majatra together.
Article V: The Majatran Agency for Human Rights shall be headed by a Director-General who will be elected every 5 years. It shall have jurisdiction over the investigation of human rights abuses in the UM and shall from time to time make public reports and reports available to the CoM over the condition of human rights in members states. It may recommend action to any superior agency such as the CoM, MPSC, MPCJ or other duly designated body.
Article VI: The Council of Majatra shall be based in Belgae, Zardugal and all diplomats accredited to the UM shall receive full diplomatic privileges except when they have been waived by the individuals in question or upon a ruling from the Majatran Permanent Court of Justice. The MEDO shall be based in Auroria, Selucia , the MCO shall be based in Szenvedésvásárhely, Deltaria, and the MAHR shall be based in Pinara, Solentia. All UM facilities and employees shall have full diplomatic coverage unless so waived.

CHAPTER 4: Majatran Permanent Court of Justice
Article I: The MPCJ shall be the highest legal organ of the UM and its decisions when issued are binding and must be respected and observed by every member state of the UM and by any party who so willingly submits to its jurisdiction.
Article II: The MPCJ shall have jurisdiction over all questions concerning Majatran law, decisions rendered by the UM and its designated bodies, by referrals from member states and by referrals for action from the Council of Majatra, MAHR or the Majatran Peace and Security Council.
Article III: The court shall consist of 1 judge for every member state of the UM and the Chief Judge shall preside over the administrative functions of the court by appointing judges to panels, and working with the other UM bodies. The position will rotate every 5 years among the members in a pre-determined path although at the start of the treaty the Chief Judge will be from Cildania.
Article IV: The Chief Prosecutor shall be the head of efforts outside the court to ensure plaintiffs are adequately represented and when the need arises they shall handle cases when the UM is involved.
Article V: For all matters the Chief Judge will appoint a 3 member panel to hear and determine cases presented to the court. A 2/3 vote is needed in the panels to render a final decision. Either party may appeal for their case to be heard en banc but the Court will only hear cases en banc when 2/3 of its members agree to do so. Only in matters pertaining to cases where the MU is a party or where there is a dispute between two member states or a dispute between a member state and non-member state where they shall seek resolution from the Court will the Court sit en banc.
Article VI: The Council of Majatra shall appoint a Chief Prosecutor to a single, non-renewable 10 year term to handle cases before the court.
Article VII: The Majatran Permanent Court of Justice, Office of the Chief Prosecutor and the Majatran Academy of International Law shall be based in Cildania City, Cildania with the same protections for its site and officers and employees as guaranteed to those of the Council of Majatra and related bodies.

CHATPER 5: Permanent Secretariat for Majatra
Article I: The PSM shall be the administrative body of the MU and shall be responsible for the implementation of decisions and other rulings from the other organs of the MU. It shall be headed by a Secretary-General who shall be elected to 5 year terms by the Council of Majatra.
Article II: There shall also be the Chief Legal Advisor and the Majatran External Representative also elected by the CoM to 5 year terms. The former will advise the Secretary-General on international legal practices while the latter shall represent the MU abroad and maintain relations for the MU.
Article III: The Office of the Secretary- General shall consist of:
-Office of Internal Oversight and Audit
-Office of Administrative Services
-Office of Legal Affairs
-Office of Inter-Majatran Coordination
-Office of Human Resources
-Office of the Budget
Each office will be headed by an Executive Director who will be appointed by the Secretary-General.
Article IV: There shall be the following departments under the jurisdiction of the Secretary General that shall help manage administrative affairs:
-Department of Peace and Security: Promoting best practices for regional peace and security and providing support to peacekeeping missions and other forms of intervention.
-Department of Culture, Society and Religion: Promoting cross cultural understanding and working with the Majatran Cultural Council to protect heritage sites and protect the different cultures of Majatra.
-Department of Political Affairs: To establish working relationships with the different members of UM and its observer non-member states and to ensure a cooperative relationships with all related nations.
-Department of Humanitarian Affairs: To provide support to those persons who are affected by natural disasters or man made disasters and to provide relief to these people to the fullest extent possible.
-Department of Law and Justice: To work with MPCJ to provide legal opinions, advice and to oversee the execution of the orders of the court to provide legal support work for the UM as a whole.
-Department of Health, Welfare and Social Affairs: To promote a more equable and prosperous Majatra which provides for all its citizens a healthy and decent standard of living.
Article V: The Permanent Secretariat shall be based in Belgae, Zardugal along with its attendant departments and organs which shall operate regional and national offices in all member state capitals and other such areas and cities as determined.

CHAPTER 6: Majatran Peace and Security Council
Article I: The MPSC shall be the chief Majatran security and peace body responsible for the maintaining of peace and security in the UM and its members.
Article II: Its 5 members shall be elected by the CoM every 5 years.
Article III: The duties of this council being aforementioned it shall execute its decisions by either approving sanctions against member states for failure to comply with the UM, it can deploy peacekeeping missions to member states if so requested by a member state or by majority vote from the council and then unanimous consent from the CoM excepting the party in question and it can also use other acts and tools not mentioned here to maintain peace and security in Majatra.
Article IV: The MPSC shall be based in Augusta, Cobura and the Majatra Peace Institute which shall train Majatran peacekeepers in best practices and conflict resolution shall also be based in Augusta, Cobura.

CHAPTER 7: Other Matters
Article I: All UM officials, employees and related persons shall be given diplomatic immunity and upon delivery of a warrant to the MPCJ citing the need to remove such protection for the adequate investigation and prosecution of a crime the MPCJ may rule to remove such protections.
Article II: The New Pan Majatran Union Coalition shall be the official political arm of this group with the goal of recruiting parties in Majatran nations to encourage pan-Majatran goals of unification, peace and prosperity.
Article III: All nations vow never to wage a war of aggression against the other to work through and with the UM for the peaceful resolution of disputes.
Article IV: This charter shall become operative upon the ratification of 5 member states to this Charter.
Article V: All member nations are allowed to broadcast and transmit over the Majatran Broadcasting Union (MBU) and the Council of Majatra may allow other affiliated nations and organizations to transmit on the MBU.'
Article VI: The official languages of the MU are as follows:
-Majatran
-Augustan
-Jelbk
-Turjak
-Solentian
-Selucian
-Cildanian
Article VII: Until the ratification of this Charter by all states that are designated to host an institution or group from this Charter, all those institutions will be temporarily housed in Belgae until the ratification of this Charter.
