Bill: Right of Assembly
Details
Submitted by[?]: Shuggoth Progressive Party
Status[?]: defeated
Votes: This is an ordinary bill. It requires more yes votes than no votes. This bill will not pass any sooner than the deadline.
Voting deadline: August 2179
Description[?]:
Seeing as the right of assembly has been taken away from from citizens, seemingly only for the purpose of denying them the right to dissent, this bill attempts to right that wrong. In a state of emergency, the military may disperse a crowd if it is deemed necessary by the officer in charge. However the police may not. |

Old value:: The police may disperse a group if they believe it poses a potential risk to public safety.

Message | There is the option 'The police may only disperse a crowd if a state of emergency has been declared'. Would this not fit your bill description more closely? |

Message | No, because the intention is to take this ability away from the police. The citizens should be able to assemble peacefully and make their opinions known to the government on the issues of the day. Without being bothered by the police. The bill acknowledges however that during a declared state of emergency, it may be deemed necessary to clear the streets. Our military, which can be activated by law during emergencies, is explicity given the authority to do this. |

Message | I'd be all for the 'if a state of emergency has been declared' clause, but article one of this bill specifically says 'There are no restrictions on the right of citizens to assemble in groups'. We believe this is going too far. |
