Mr. Speaker,

The Dorvische Soziale Union is proposing a bill of which aim is to establish a Public Radio Broadcasting service under government's and local government's financing. The goal of the PRB would be to provide objective, just and honest radio service to the citizens of the Dorvisch Republik. To prevent the situation in which the PRB would be a tool in government's hands, the control over the basic matters concerning the PRB would be passed into National Media Councill.

The Public Radio Broadcasting would be a highly federated institution providing services for every region in Dorvik simultaneously, therfore we propose the following structure of the PRB:

1 - The Province of Mothar would be serviced by a subdivision of the PRB: NORDDORVISCHER RUNDFUNK (NDRF)
2 - The Province of Kordusia would be serviced by a subdivison of the PRB: OSTDORVISCHER RUNDFUNK (ODRF)
3 - The Province of Largonia would be service by a subdivison of the PRB: SUDWESTDORVISCHER RUNDFUNK (SWDRF)
4 - The Province of Miktar would be serviced by a subdivision of the PRB: SUDOSTDORVISCHER RUNDFUNK (SODRF)
5 - The Province of Dorvan would be serviced by a subdivision of the PRB: MEERDORVISCHER RUNDFUNK (MDRF)

6 - The capital city of HALDOR would be serviced by a subdivision of the PRB: HALDORISCH RUNDFUNK (HRF)

Oh dear, it seems like a "liberal-conservative" and "economically liberal" party wants to bring back our inefficient Straatsfunk. There was a reason we strived to privatise the television and radio industries fully, and that is because we could not afford it! Taxes need to be reserved for things that actually matter, such as health care and defence. Taxing people to create a TV and Radio studio is not something I think is morally acceptable. This party and hopefully the rest of this legislature fully condemns this wasteful move!

Of course it is the easiest way to say "it's stupid, because it's expensive"... Well if you do not know how to make it work, and make it earn money denying always seems to be the right option. I would like to remind FP that spending money, and specific spending it wisely can make a lot of benefit and good for simple people who cannot earn horrificly high monthly payments for the privat broadcasters. Those stations would also provide a brunch of new work places and the possibilities of investments. PPP IS THE ANSWER! (ooc: it's economy, stupid") under the frequencies owned by the state private broadcasters would have the possibility to start their businesses which would be extremly difficult or if not impossible to do on the open market. And if you are affraid that preserving taxes for those institutions, I would like to remind that running a radio Station is one of the least expensive media and there is always the possibility of cutting governmental spendings in some less benneficial for the citizens areas of the economy.

We're confused, In the Hunting and fishing Bill (http://classic.particracy.net/viewbill.php?billid=485816) you make a very bold calm and said that local government is courrpt, in fact here is the very quote "corrupted local governments" so why would you want to give them the power of financing? We did ask on a number of occasions for you to show proof of corrupt doings, however your party has chosen not to show this very proof.

I admit I may have overused the word 'corruption', and I apologise for that. Furhter this year an apology letter will be published on the DSU website. I do not have the evident proof for the corruption in local governments. I want to mark that this statement was my private thought and does not apply for the whole DSU which I solemnly apologise.

But Mr. Hofler, please express your oppinion on the proposed bill, as the 'corruptgate' will be sorted out later this year.

Okay fair enough. As for the bill, we're at odds if we'll vote in favour or against (Basically a neutral stance at the current time). We see the benefits it'll bring this nation, plus it adds more choice.

However, governments have been known for misusing the media to try and control its inhabitants, what protect do you offer against this?

I've been asked to present a prognosis of expenses concerning the proposed Public Radio Broadcasting. On the premise that the budget will be held with a surplus of approximately 250-300,000,000 DDO as it is kept now these assets can easily be spent on both PRB and Public Television Broadcasting service.

The following values may change over time, but are considered to be nominal:
1. Each subdivision of the PRB would create a number of app. 100-150 jobs.
2. Each subdisivion would be subsidised by the government (55-60%) while the rest 45-40% is financed by the local governments.
3. There are 6 proposed subdivisions of the PRB and each of them would have their own HQ in the covered region. (estimated cost of establishing a HQ is arround 150K DDO with the licensing costs included) It sums up for around 950,000 DDO (one-time payment)
3a. The upkeep of the HQs is to be determined for app. 140K DDO for one subdivision of PRB which sums up for amount of 840,000K DDO.
4. The payroll for one subdivision of PRB would consist of:
-app. 70x monthly salaries of 1,411 DDO;
-45x monthly salaries of 2,411 DDO; \r\n-15x monthly salaries of 3,511 DDO) which sums up for the amount of 259,300 DDO for one subdivision.\r\n(FOR 6 = 1,559,580 DDO A MONTH)

Of course there are more cost to be listed but those given by me above are the most crucial and sums up as follows:

One-time payment: 950,000 DDO

Upkeep: 840,000 DDO
Payroll: 1,559,580 DDO

Greater Monthly Cost: app. 2,399,580, I repeat APPROXIMATELY.

So we see the argument of the FP that running a nationwide radio broadcasting system is too expensive for our economy as invalid.

Frau Laurenberg points out to the "horrific high costs of private providers", these claims are unfounded, due to the sheer diversity of different providers content and costs. We would like to ask where she received these statistics from. We are also curious of this "huge surplus" you claim we have, we do not have such a large surplus, we have a very modest, but sensible surplus. That surplus should be reserved for emergencies, not clawing out additional spending on non-essentials such as this. A waste of tax payer money, it seems that the DSU is in favour of reviving the catastrophic Koloman Plan!

As for you Herr Höfler, we are disappointed that you and your party are supporting this proposal.

calling 300,000,000 DDO surplus modest is exaggeration... We only propose to spend app 3,000,000 DDO.
Denying to provide the honest broadcasting service to the citizens of Dorvik by the FP is irresponsible and is the proof that the FP not the DSU is uncaring of the people and does not represent them.

"non-essentials"... excuse me but if you think that media are not essential for simple people then I suggest asking anyone on the streets of Haldor what do they think about media and public broadcasting. Trust me, it's a modest surplus, once you get some experience office you'll understand. 1,000,000,000 is around when a surplus become more stable in our experience, a sum like 300,000,000 can fluctuate more (for the record our surplus is closer to 433,500,000 than 300,000,000). Although 3,000,000 DDO is a relatively small set-up fee you propose, it could soon spiral out of control. The core value here however, is we simply don't believe it is our government's place to use taxpayer money in order to set up a radio and TV service.

Also, please state how denying a state funded broadcasting service is irresponsible and uncaring towards the people. There's nothing dishonest about private broadcasters, there's already such a vast, wide choice available, we don't see the point of adding this proposed nationalized service as well, wholly unnecessary!

we are glad that the NVP and RP voted in favour of our proposals, we now see that beyond boundaries out cooperation is possible and the passing of this bill and the TV bill is the best evidence for that.
