Current: The nation reserves the right to use nuclear weapons in warfare for any reason.
Proposed: The nation shall never use nuclear weapons in warfare unless another nation uses them first.

Message | I see it as the way to balance out the CBW measure we passed - if we are willing to use CBW's, I don't think we should institute redundant defense of chemical and biological attacks. To be honest, I would have included this in the original CBW bill if I thought VBS would vote for it. Any hint that we will use nukes in response to CBW attacks could put us in a commitment trap, where we jeopardize our own deterrent by over-selling what we are going to do in the case of attacks. |
