The social rights of all citizens are viewed as fundamental rights, and this includes the right to health care. As such an important right, we cannot leave it to the control of private clinics. The Government's important role isn't limited to providing a free and public health care service. It has to seek to create conditions for the Gaduridos people's physical, mental and social welfare. To this effect, it must incorporate scientific and technological advances, promote health, prevent diseases and provide for rehabilitation, which is also why private medical clinics simply cannot provide all the care the people need. With the ultimate goal of providing one of humankind's most valuable rights, in this bill we propose: -An universal, general and free-of-charge National Health Service, with an efficient, decentralised and participatory management; -Adopting a policy giving priority to promoting health and preventing disease, providing the necessary resources to address the major public health problems, according to carefully defined and continuously updated priorities; -Correct planning, organisation, management and coordination between the various levels and services involved in health care, with the participation of health sector workers and of the community. |

There is a fine line where those two (profit and quality) may coexist, but there is a high risk of that not being the case, and private clinics will always choose profit over quality. And then, we will have people with horrible health care. |
