Mr. Speaker,

I would like to begin with a question. Do we live in a democratic country? I do think so, and so do milions of Dorvisch people. So why on earth do we restrict people from exercising one of the basic rights? Right to vote. It may seem weird to hear. But it is happening right now as we speak. Hundreds of women and men are being denied the possibility of exercising their constitutional law. The group of people I am talking about right now is ex-criminals. Our currently binding predicts a grace period in the suffrage for ex-criminals. It is unthinkable. "Certain period of time" what does that even mean? Restricting one's civic law is a punishment. So why do we put our citizens under double punishment. They served their sentence (which is a restriction of civil law of freedom) and yet we still do not restablish them with the full range of their laws. We appal to the Staatsar to change the law and bring back one of the people's basic laws.

Whilst I can respect the DSU's viewpoint on this matter, we lean against this proposal as frequent re-offenders only just realised from prison who will offend again will be entitled to vote. As for the certain period of time, we believe it should be somewhere between a year or two.

However we may be able to be persuaded to back this bill if given sufficient reasons to do so, there are some factions in the party which support this proposal.

MessageMr. Speaker,

this is not the matter of reconsideration. If we want our country to be democratic and to be seen as one we have to put it back on the track of respecting basic human rights. I remind you that our rehabilitation program is one of the best in the region and that not every ex-criminal is going to turn out as a recidivist. It is very urgent matter.

First of all we let people who served thir sentence, ex-convicts to marry, to reproduce, to buy alcohol and why do we wrongly assume that they cannot be trusted in choosing our leader. If we thought that criminals would never be rehabilitated we should then never let them out of prison.

We in the DSU believe that the ex-convict has paid his debt and served his sentence and therofre he sould be re-entitled with all his laws. Government has no right to propound often wrong assumptions of ex-convicts to turn out as recidivists.

And last but not least Mr. Knochen, what you believe does not matter, it is the judge who adjusts the period of prolongation for the ex-convicts. So it may be one year and it also may be 10 years.
