Recognizing that the federal bureaucracy is too large and unresponsive to the needs of the people, and recognizing the diversity of the regions of our Republic, and acknowledging the right of the people in our federal system to set local infrastructure policy for themselves, local governments are hereby empowered to take control of their local services within a federal framework, and subject to federal oversight.

Some of these articles are good, but some articles would mean that some airports don't have the same standards, that the grid can get different, that people will get poorer and the police stations in the nation more fractured.
Having police stations and a grid centralised is especially important, as slight differences could mean a lot of trouble later on. The government would need to have certain standards to ensure the living standards in all autonomous republics stay the same.
