Article 1:
(1) WHEREAS citizens are not issued with identity cards.
(2) WHEREAS anyone is able to claim nationality.

Article 2:
(1) Citizens must carry identity cards at all times. Law enforcers, poll stations, and any other places that require you to have proof of identity, are required to use citizens identity cards to better organize the citizens with their identity instead of a number.
(2) People who were born in Rutania or from a citizen of Rutania has the right to claim citizenship. Immigrants are required to take a test in order to become a citizen. This is so that our citizens are protected from the criminals that are among the immigrants; to monitor our national crime rate and keep it low.

Article 3:
This bill shall take effect upon the signing and passaged from the President and the People's Assembly.
