Mr. Speaker, It is time to improve our national highway system. Together with General Directorite for National Roads and Highways, we have secured the needed financial assets in order to modernize or build, if needed, a new highway connection. We've decided that the project drafted by Mr. Kurzweiller in July 4097 is good for a start but as time will pass it is going to be expanded by new connections. The proposal assumes that the works on the highway system in the province of Kordusia will start in January 4120 and will be finnished approximately in 10-15 years. The highway connections in the provinces of Miktar and Largonia will take place from January 4123 and will last about 15 year. Message | Mr Speaker, Although we agree out highway infrastructure could do with updating, there are several concerns I would first like to address and go through before making a final decision regarding this proposal. Will the new roads constructed have any negative effects on local communities, for example, the construction of a motorway right next to a farm, which the fumes from nearby vehicles tainting the crops. Also, will there be houses very nearby this new motorway which will generate much noise pollution and devalue their homes? Message | Mr. President, The map which was included included in the proposal is not the final one. In most of cases the project predicts upgrades of the currently existing networks, newly constructed roads will sum up as 15-16% of the whole project. Demarcation of new roads will take place with the presence of local authorities and the I&T Ministry will try to set the land barrier of 200 meters (or limit the noise by installing the acoustic screens) between the community areas and the highway. Of course this issue cannot be resolved otherwise than installing the acoustic screens in the case of innercity parts of the highways. As for the houses nearby or on the course of the projected houses. I&T Ministry will negotiate with the house owner in the possibility of acquisition of the property by the state. In the case of the wildlife disturbance the final and exact design stage will include the oppinions of environmentalists to minimalist the impact on the wildlife. However we would like to know, that if even one nearby house does not want to sell their property and is staunchly opposed to this project, how will the issue be resolved? Message | Mr. Scheibel, Ministry of Infrastructure and Transport and Ministry of Justice are actively cooperating in order to avoid the situation you have pointed out. Regiments of lawyers in both of ministries are analysing every aspect of the project and just recently started ngotiations with first property owners on the path of the DAB1 highway. Of course the Individual may be opposed to any kind of cooperation. This may be resolved by adjusting the project which on the base of infrastructural and construction law is possible. And the Legal Affairs Councill on the Minstry of Justice assured that in that kind of case the regulation of 200 meters barrier can be excluded and shortened to just 50 meters.
