MessageIt is not 'information' that is of value it the means to process information into well articulated positions that is of value. History has shown that sixteen year olds do not possess such articulation to my large degree. As In Marea has previously stated, minors need time to become educated. Eighteen is probably barely enough education even then, but as full citizens at that point the franchise is guaranteed.
