The Purposes of the National Service Program

1. We wish to establish national civilian service in Lourenne.
2. The goal of the National Service Program should be to require some degree of service in the civilian sector from all able bodied citizens.
3. The National Government should set up a program designed a) to alleviate unemployment wherever it exists, b) to reduce poverty in the population, c) to teach skills to young people which will allow them to become effective employees, and d) to make it possible for the people of Lourenne to contribute to the health and wellbeing of Lourenne, promoting use of its protected spaces and building a stake for all people in the maintenance of our land.
4. National Service should focus on the conservation and responsible use of Lourenne's protected lands and on Lourenne's capital infrastructure, such as its roads, trails, national parks, railroads and telecommunication infrastructure.
5. All members who serve in the National Service Program should be compensated at the same scale as the military, and should be housed in comfortable and safe housing where possible, though it should be understood that more rustic dwellings may be necessary when members are temporarily serving far from settled areas. They should also be entitled to the same benefits and gradation of pay that the military are.

The NSP will be under the authority of the Interior Minister, who shall appropriate money necessary to adequately fund the program.

The NSP may be abolished by a simple majority of the National Council.
