Section 1. PURPOSE

Given the anemic and scarce funding for infrastructure and transportation projects for the past 40 years, this Act authorizes the Ministry of Finance to issue bonds up to and not to exceed $100 Billion for the purpose of such activities as road building, bridge building, public transit expansion and modernization, drinking water access security, electric grid expansion and modernization, clean energy initiatives, coastal infrastructure upgrades, and any requests submitted by local and state governments for infrastructure projects.

Section 2. AUTHORITY

The Minister of Finance shall have the authority to issue bonds up to and not to exceed $100 Billion for the purposes of this Act. The funds shall be reflected in the account of the Ministry of Infrastructure and Transportation in a Budget Amendment.
