| Message | Madam President, Finance Minister Peters, Members of Congress, Our finance and defence experts have looked at the budget and the current armed forces situation. We believe this is the kind of defence budget rise that would be required to keep the current staffing levels in place - and incorporate the 75,000 Patriotic Security League personnel into the standing army as per our correspondence with President Benn.
