Mr. Speaker,

I bring forth for debate, and hopefully final passage, this resolution to determine the duration of ambassadorial terms, the powers of the office, and the procedures for impeachment and removal of an office-holder. I propose that each new ministry or administration be able to nominate their own list of candidates, but in the event that they do not, the previous ministry's appointments continue carrying out their duties in an official manner. The complete list of articles are written below. I am open to others' suggestions.

ARTICLE 1

The Imperial Prime Minister shall have the power to appoint ambassadors and must submit a list of the nominees before the Imperial Diet for advice and consent.

ARTICLE 2

In the event that the Imperial Prime Minister does not appoint ambassadors, the appointments of the previous ministry (or administration) shall stand and the ambassadors shall continue to officially carry out their duties until newer appointments are made.

ARTICLE 3

The Imperial Diet, with a 2/3 majority, shall have the power to impeach and remove an ambassador from his or her position.

ARTICLE 4

After the initial list of ambassadors has been approved by the Imperial Diet, and if an ambassador is impeached and removed, deceased, or otherwise incapable of serving in the position in his or her full capacity, the Imperial Prime Minister shall have the power to dismiss the ambassador in question and appoint a new ambassador without the approval of the Imperial Diet.

ARTICLE 5

The Imperial Prime Minister shall, for each nominee, provide a brief, truthful description of the nominee's background and qualifications for the office.

MessageMr. Speaker,

I rise today to applaud Prime Minister Buckley for bring this before this body. I applaud this gesture of good faith. I applaud this attempt to bring some oversight to the appointment of ambassadors. I applaud the move to give this body, the represented will of the people, a voice in the selection of our ambassadors.

I do, however, believe that it doesn't quite go far enough. I would like to propose a 5th article that would specify that the Imperial Diet has the power to vet each of the Prime Ministers appointments before voting on their confirmation. This vetting, we in the Worker's Party feel, is necessary and proper so that we can ensure that the appointees are qualified to serve in the capacity in which they are being called upon to serve.

To vet each and every single nominee at the beginning of every new ministry is simply tedious and time-consuming. Legislative terms are a mere 4 years long (OOC: 8 days). To go through such a process when it is possible that they may all lose their positions at the slightest change in electoral results would keep the government forever mired in confirmation and hearing deliberations. We ask the Worker's Party to find a middle ground on this issue: a policy that would ensure adequate oversight while allowing the government to actually do its job.

MessageMr. Speaker,

We would be happy to find a form of middle ground on this issue in conjunction with the Hosian Democratic Union. The selection of ambassadors, of course, is far too important to become partisan and subject to political theater. We would propose, perhaps, that it would be fitting for a list of qualifications be presented along side the name of the appointee. That way we, in this body, could make informed decisions regarding the confirmation of ambassadors and then the ambassadors, at the discretion of this body, could be subject to vetting that is deemed necessary on a case by case basis. This would ensure that not every single appointee is subject to vetting and tedious confirmation hearings, but still invests in the Imperial Diet the ability to vet and hold confirmation hearings when it is deemed necessary.

I thank Mr. Turner for willing to compromise on this issue, and I realize the importance of giving proper oversight to the Diet of future nominees. I have included a fifth article requiring the Imperial Prime Minister to provide a brief description of every nominee's background and qualifications so that the Diet, and indeed the people, know who is representing our country aborad. I will resubmit my appointments in due time.
