| As President of Rutania, I hereby affirm the principle of Rutanian Unity. Rutania, the union of Ardinia, Bozarland, Delvar, Khodor and Kragusrov, is one and indivisible. There is no legal mechanism under the Rutanian constitution for a state to secede from the union. Gerrard Winstanley President of Rutania N.B. As a presidential decree, this does not require the support of the People's Assembly. |
