Comprised by Peter Woods, BDGP Infrastructure and Transport Spokesperson for the viewing of the Government (Infrastructure and Transport Secretary) and Congress The recent Congress voteed in favour of bringing the railways into public ownership require all parties to work together on a process in order to get this done whilst also causing minimal disruption to passengers and workers alike. Negotiations should begin immediately with all sectors involved; i.e. private companies, unions and the Government so that clarity can quickly be established. Matters will be discussed and agreement should be reached within one year. We believe that the Government should aim for these goals in negotiations: - All workers currently at the TOCs should be guaranteed a place in the government run company so that employees may be satisfied and drastic disruption to the running of the network is avoided; - Private companies operating trains should be allowed to continue to do so and make a profit until their licence runs out, at which point they'll be taken into public ownership. If necessary, compensation should be given; - An agreed minimum level of funding should be agreed in order to ensure adequate funding of the trains and improve current services. The running of the railways should be in invested in a joint stock company (OOC: like Deutsche Bahn), with the Government as it's sole share-holder and the Department for Infrastructure and Transport running the main business ventures. Branding and regular operations of services would be run by this company. This would not be able to be changed, exempting a change or reversal of the 'Railways Nationalization Act 4157', that results in either privatization or a splitting of the franchise. Thus, only an Act of Congress can change the way the company is operated, meaning drastic change can't happen without the consent of the people. This white paper calls on those in Government and Opposition to take it's findings into account, but it respects that it's the decision of the Government in how to take on these important issues. |

Message | Ooc personally I think this is a very good idea - rping the consequences of drastic law change should be something we all consider. IC while my party does not agree with the decision to nationalise the rail industry per se, we will work with you to ensure as smooth a transition as possible. Job preservation is essential for our economy so we must do everything possible to ensure people stay in work even if that means more money being pumped into transport for the next few years. Message | We stand together with all of the private companies who have worked well under the original system. We will be their voice through this system and will do all in our power to ensure that those who are employed in the private sector are guaranteed a place in this nationalized system. Ultimately it is regrettable that more money will be spent and difficult transitions will be made unnecessarily, but democracy has spoken and we must respect it. I have been in touch with 5 of the larges train operators in Baltusia to speak about this with them and to assure them that we will strive for the best transition possible.
