I present this law, and I believe no one will understand it, but I think that it is the right way to deliver health care. The PLCA has debated on healthcare reform in the last day, and we concluded that the role of the state should be to control and pay for healthcare for all citizen. So, we present a plan to create a beveridgian system in all of Baltusia, Healthcare will always be funded by tax, no matter where it is, the government will decide how much each act is worth. and any doctor who disagree, can get out . Old value:: There is a public health care system, but private clinics are allowed.
Current: There is a free public health care system and a small number of private clinics, which are heavily regulated to ensure they treat their patients well and provide good care.
Proposed: Health care is private, but the government subsidises the cost of it for all citizens.

Message | the Right-wing parties are sleeping, if you guys think the waiting are going to disappear with this law, you just wrong, they will still be there, as the government is going to fund all hospitals and to pay all doctors. Waiting time are a common trait of all beveridgian systems. and they will still be there. it is going to cost even more then the current system. Message | OOC : since no one understand me, as I though, I believe it is teacher time. Healthcare policies. we found three type of healthcare system around the world, Bismarckian, Beveridgian and liberal. All communists system are beveridgian by nature, so that can't be considered are a unique type. A bismarckian system goes like. People pay social contribution to a professional group, an union, based on their jobs. (bad word, but I don't have a good traduction for Caisse professionnelle.) That union will pay for its members healthcare. Ex, Journalists, all pay a contribution to the (journalist health group), that group pay for their healthcare. A liberal system is when the client has to pay himself or to contract a social insurence in order to pay for healthcare. A beveridgian system is when people pay taxes to the state and the state use theses taxes to pay for healthcare. Common of all systems. Bismarckian system is disavantageous for jobs with little members and the unemployed, bigger Cash union can be more generous with the money they spend on healthcare, while smaller union have to negociate what each act is worth. Liberal system is disavantageous to the poor. A beveridgian system has waiting times, and sometimes very long. the classic exemple for each of these system are Bismarckian, German and european countries. Liberal = USA Beveridgian = England, Canada, New Zealand and all socialists countries, like Cuba Healthcare clinic in liberal system are always private, but in both Bismarckian system and beverigdian system they can be "private" or public, what matter is that the client does not need to pay for healthcare, so everyone have access. to healthcare. |
