the private sector is much more efficient in the dissemination of knowledge, as can be seen by the generally low-cost availability of most literature - additionally, it is more responsive to the preferences of readers, as their success depends on satisfying their respective demands.

A private company will always keep its profit margins, due to the advent of internet services, which is provided without restrictions, the attendence of readers to libraries have reduced.
As a result, the people who attend face costly charges, as to cover up the loss the private companies are making.
If the libraries are nationalised, the minority of people who go to libraries will get to read and borrow books at low costs.

if the attendence of readers has declined because people increasingly use other sources to gain knowledge, and if this is the result of technological advance, then I do not see why the government must necessarily intervene. Instead, we should leave it to the market forces to incentivize libraries to become more innovative in order to remain competitive, perhaps by offering a combination of internet access and traditional reading facilities.
