Mr. Speaker,

As Minister of Foreign Affairs, I am tasked with defending the positions, values, and citizens of our great nation abroad. In order for us to do these things, it is necessary that we expand our reach further than where we have already gone. That is why under my leadership, the Ministry has reached out to Hobrazia, Vorona, Telamonia, Hutori, Selucia, Beiteynu, Pontesi, Narikaton and Darnussia, Beluzia, Hawu Mumenhes, Rutania, Aloria, the Kundrati Union, and the Dorvik Republic. We are fully determined to spread the presence of our state and our hardworking diplomats to every nation in Terra, and that beings by ensuring we have an embassy in the capital of every Artanian state.

The Ministry is also in the process of further developing our relationships with countries around the world, reviewing those who we intend to ask to ratify the Luthori Treaty of Mutual Defense, the defense framework that empowers our armed forces and allows for peace and security wherever our presence may be. The Ministry is also keeping an eye on the vote counts for the Security Council seats to ensure that Luthori's vote on the Council is never placed in jeopardy.

With that being said, I can now answer any questions members may have.

MessageMr. Speaker,

To answer the first question by the New Conservative Leader, the Foreign Ministry absolutely values the importance of human rights and democracy, not just in Dovani, but throughout Terra. When it comes to priorities, the Foreign Ministry will put stability and trade relations before intervention in the domestic affairs of other nations. Diplomacy requires goodwill and understanding with other nations, even with those who hold different than from Luthori.

Current law promotes high levels of aid to nations who demonstrate a need for it, and I am reminded of Luthorian aid to Dolgarstan in 4148. I would advance a foreign policy that is much more liberal in expending aid, provided certain conditions are met, not only because Luthori, as one of the wealthiest nations in the world, has an obligation to do so, but because we have a vested interest in assisting other nations who may develop to become emerging markets able to contribute to the global economy. As a result, it is possible that there may be a shift in policy on trade towards one tied to trade rights. As it pertains to Artania specifically, I do think we should put an emphasis on the region, but seeing that most Artanian nations are developed, I think the region would be at the end of the queue. One exception to this might be Malivia, which has expressed a desire to greatly strengthen relations with Luthori.

Luthori currently has a free trade relationship with Al-Badara, but our overall presence in Majatra is minimal. The strategy of the Foreign Ministry has been to encourage human rights and democratic freedoms in private talks with representatives from oil-rich Majatran nations at international gatherings. I will say simply that that has not been a priority.

The trade relationship between Luthori and Beiteynu, as far as I know, is not a significant one. Furthermore, Luthori does not have official diplomatic relations with Beiteynu. In sum, our footprint in the country is a small one, and while the Foreign Ministry does support human rights and condemns egregious attacks on them as they occur, in this case, the harms of putting in place sanctions would outweigh the benefits.

A review of the laws currently on the books in the nations in Makon and Keris showed Davostan to be the only nation with "red flags", so to speak. I condemn Davostan's policies on racial segregation, arranged marriage, and dispersion of assembled people, among their other laws violating basic human and political rights. I will note that Davostan is a signatory nation of the Luthori Treaty of Mutual Defense, which means our armed forces are allowed to station in the nation, giving Luthori a presence on the continent and nearby waters.

What I have noticed throughout taking these questions from the Leader is a concern for human rights. No doubt, we all support human rights and democracy, and as Minister, I have made it part of the Foreign Ministry's agenda; however rather than acting as a moral crusader, thus potentially harming our relations with many nations and endangering current agreements, I would prefer a measured policy giving wide leeway towards other nations and the beliefs and values of their people. Above all, I think it is important to value stability and sovereignty and to prioritize economic relations and open trade. It is only in this way that Luthori can expand its diplomatic presence, clout, and strength in all regions all around the world.
