Message | Those three would mean duplications. Decentralised libraries would have their advantages, but they should have much more copies of the books and there would be less book sharing between them. The advantages of local fire departments are also important, however the problem is posed in borderlands where the closest department would not be the local one. And the police... why the hell would we rather have duplicated forces and divided non-cooperating systems than one single efficient force?
