Preamble: The educational system must be particularized for the needs of each Duchy, contrary to current legislation that marks a global legality for the whole nation.

Article I: Creation of a Local Government Education Council

1- Local Government Education Councils, formed by members of the local parliament, will be created.

2- These institutions will have the following responsibilities:
- Allocate and monitore school funds.
- Hire and manage the necessary human resources for the necessary follow-up of the good implementation of the law.

3- These institutions will have the following limitations:
- They are not permitted to regulate the affairs of tertiary educational institutions.
- Any other action not considered in section 2 of the present article

United Luthori cannot agree with Article 3. A core part of our party's education policy, and indeed that of this nation since the passage of the Higher Education Endowment Act of 4142, has been funding provided by the Ministry of Education and Culture to Luthori's top universities and colleges nationwide. We have funneled billions of dollars into the Ministry and funding has been consistent, ensuring minimal disruptions in the process and generating a great deal of research at these institutions, not to mention help with subsidizing tuition for low-income students.

This article would endanger that stability and leave funding to local governments. A glance over the last few election returns shows just how volatile duchy governments can be. We cannot risk the education of our young people by devolving this policy. United Luthori will, however, be able to vote for Articles 1 and 2.

We agree that education should be on the local level however that should be some form of coordination. This bill should establish local government education Council. These local government councils should be responsible for the allocation and monitoring of school funds as well as regulating the various and necessary members of staff. Other educational related issues are to be handled by the Ministry of Education and Culture in the form of its Directorate of Education. Local government education councils should not regulate the affairs of tertiary educational institutions. These matters will be managed by the Department of Tertiary Education within the Directorate of Education of the Ministry of Education and Culture.

Disciplinary measures should be regulated on the national level. It would be ineffective for Schools in Orange to condone the use of discipline measures whilst Schools in Tinako does not. As such it must be coordinated on a mutual level for example if the Ministry of Education says that disciplinary measures within schools is to be outlawed then it will be outlawed on a national level with all local government education councils outlawing the practice of disciplinary measures.

I would also prefer a change in the name of this legislation. Instead of being Federalist Education reform it should be the Decentralization of Education.

Thank you for your intervention. First, and referring to the first amendment, the SDC accepts it and in the next few days will be available to the writing of the text.

Regarding to the methods of discipline, what we intended to grant this competence to local governments was to adapt the education received to the education that one desires. However, we understand after your intervention that this matter must be regulated by the State, and that is why we propose to let schools to decide which methods to use to educate their students, and parents, in turn, can choose which school must educate their children.

Finally, regarding to the change of the name of the law, and with the permission of the rest of the Imperial Diet that we believe will also agree, it has already been changed.

MessageMr Speaker,

The SDGRU is concerned by the potential implications of Article 1. There is no guarantee that students currently on government education vouchers will continue to receive some form of funding, due to differing local government ideologies. We are not willing to risk children losing their education or families having to go into financial trouble just to keep their children in school.

We hope that the SDC can address this issue ahead of the vote.

Education as defined in this legislation deals with matters previously discussed (look at what I said before). In this case, student loans will have to be established as the current voucher system will clash with the legislation.
