| Upon the Passage of this Bill; Article I.) THE CENTRAL INTELLIGENCE DIRECTORATE 1.) All current Trigunian Intelligence ( Foreign & Domestic ) organizations are hereby Dissolved. 2.) The Central Intelligence Directorate is hereby created. 3.) The Central Intelligence Directorate will be headed by a Director recommended by the Minister of Foreign Affairs, Minister of Internal Affairs & Chairperson of the Committee of Ministers and appointed by the Head of State of Trigunia. 4.) The Central Intelligence Directorate will have full authority over all Foreign and Domestic Intelligence Operations, personel, facilities & resources. 5.) The Budget for the Central Intelligence Directorate will be drawn from the budgets for Internal Affairs & Foreign Affairs and considered classified. Article II.) GENERAL SECURITY BUREAU 1.) All current Federal Level, Trigunian domestic security and law enforcement agencies are hereby Dissolved. 2.) The General Security Bureau is hereby created. 3.) The General Security Bureau will be headed by a Director General who will be recommended by the Minister of Justice & Minister of Internal Affairs and appointed by the Heads of State of Trigunia. 4.) The General Security Bureau will have full authority to work within the realm of Trigunia, the Republic of Tirgith Hulstrians & the Republic of Kozakia on matters of federal and National importance. 5.) Individual Cities and Federal Subjects will still have thr autonomy and authority to create regional and municipal law enforcement and security agencies but will be placed under the direction of authority of the local General Security Bureau Regional Director. 5.1) Regional Directors will be selected for recommendation by local authorities and General Security Bureau personnel and approved by the Director General. 6.) The budget for the General Security Bureau will be drawn from the Ministry of Justice & Ministry of Foreign Affairs and he considered classified. |

| Message | I will note for the Honourable Gentleman that all current laws of observation in regards to domestic surveillance for our Intelligence, Security and Law enforcement Agencies are still very much in place; warrants for such acts of observation from the courts are still required.
