| Message | The following message was sent to the Rutanian Ministry of Foreign Affairs: Thomas Barron Office of the Minister of Foreign Affairs Commonwealth of Rutania Minister Barron, If, in the event that Rutania ratifies the Luthori Treaty of Mutual Defense, Luthori would be willing to compensate Rutania through payments on a lease of naval and air bases that would come strictly out of our budget and would cover the sole costs of maintenance of the facilities we use. It is, in effect, similar to the treaty regarding the McCarthy Naval Base, but the Luthori Treaty of Mutual Defense is much more flexible. Negotiating the cost and length of the lease would be done in either separate treaties or bills apart from passage of the actual treaty. I just wished to inform you of this, and I ask that you relay our intentions to the other parties in Rutania's legislature. I believe this will help in showing Luthori is willing to pay our fair share of the deal for Rutania's decision to allow us to use their land and airspace for defense procedures.
