Should Reforms XXXVIII pass http://classic.particracy.net/viewbill.php?billid=508697, we shall offer this legislation: Article I Membership ----------------------------------------------------------------- 1.) This bill shall found the Noble Order of the Civic Dragon 2.) All members of this order shall hold the title, Most Distinguished Patrician of the Order of the Civic Dragon 3.) Membership in the Order shall only be granted by the Peoples Assembly 3.1) Membership in the Order shall only be conferred by a majority vote in the Peoples Assembly 4.) Membership shall be reserved for Heads of State and distinguished members of the Rutanian Government. 5.) The title of Patrician shall not be allowed to pass on to another upon death. Article II Privileges of the Order ------------------------------------------------------------------ 1.) All Patricians in the Order shall be granted special "Observer Status" in the Peoples Assembly. They shall be allowed to be present and seated but not allowed to vote on legislative matters unless they also hold an elected seat in the legislature. 2.) All Patricians in the Order shall be given access to all classified Intelligence Briefings from the Intelligence Agency of the Commonwealth 3.) All Patricians in the Order shall be given access to all classified information from the Ministry of Defense 4.) Patricians shall maintain the right to be exempted from all income taxes. |
