MessageDeath penalty is a violation of civil rights: you're taking away the right to live. Also, article 2's current value is perfectly fine.

MessageI think that Article 1 and 2 are a good steap. Art 1. national courts will have time to deal with important things, while the regional courts will do the "less" important or severe offenses. Article 2: Those crimes are severe crimes , the most severe things, so death is a reasonable penalty for them. Article 3: it is good, that if they have (reasonable grounds to suspect ) that a crime was commited, that they search the house. But only if they have REASONABLE grounds. So we think that this is a steap in the right way.
