NDP would like to diskuss potentiality of current Presidium to pass an addition to Article 7 - Formation of Cabinet - of Lodamese Constitution that will will protect Lodamun from coups when vacuum (all seats in Presidium are not occupied) appears in Presidium. ------ Subsection 5) of Article 7 of the Constitution of Lodamun: New cabinet can be proposed and voted on only if all seats of legislature body (Presidium) are occupied by a members of Presidium. ------ This will mean that first have to be held new elections to propose new cabinet in case there are free (unfilled) seats in Presidium. Message | Mr. Speaker, we understand the stance of NDP and respect their proposal. However, if a party holding Cabinets or seats in the Presidium wishes to resign, we should be able to continue with the parties that indeed wish to cooperate for the nation's benefit. Message | Mr. Carlo Walem, yes I understand your point. But we think it is in benefit of Lodamun to hold a new elections immediately after there is a party that holds seats in Presidium and/or Cabinet that resign. Because if not than you have a Presidium that is not fully occupied and it can lead to passing bills that are not in will with Lodamese citizens as they decided in each of last elections. I would also like to know opinion of other parties in Presidium as this bill will need wide political support (400 in favor) as it is a Constitutional change. Thank you. Message | Mr. Speaker, I would like to propose an amendment. I think it would be silly to dissolve the Presidium after the resignation of just any small bloc of MPs. A more realistic proposal would be to dissolve the Presidium whenever 200 or more seats are vacant. -- Nelson Mills, Chairman of the GNRG |
