1. Preamble Posterior to the Stannard Report of 4144 (http://classic.particracy.net/viewbill.php?billid=498968) conducted by then Defence Minister Alan Stannard, the Luthorian Armed Forces has been taken gradual steps towards achieve the goals and changes outlined in the report. After a series of military exercises aimed at introducing a new military doctrine to the Armed Forces. It could be now said that we have regained our place in the world as a serious military power, although we may be small in number, our combat effective (which has been fine tuned in consistent exercises on training and moral) is what sets us apart from other much larger nations. In-order to effectively introduce change as prescribed in the Stannard Report, the MoD proposes a £200 Billion Modernization Plan. 2. Contents of the Modernization Plan. The modernization plan includes the following major investments in state-of-the-art military capabilities and their support over the next few years:- • £50 billion on submarines and the nuclear deterrent: the modernization of the current fleet of submarines + the procurement of ballistic missile submarines • £25 billion on combat air power: the modernization of the current fleet of aircraft of the Imperial Air Force + the modernization of the communications and electronic warfare capabilities of the IAF. • £25 billion on ships; the modernization of the navy's fleet of frigates + the modernization of the nation's single aircraft carrier. • £25 billion on aircraft for air-to-air refuelling, passengers and heavy lift: the replacement of the current fleet of air-to-air refueling and heavy lift aircraft which have become old due to years of inactivity and deterioration. • £25 billion on armored fighting vehicles: the modernization of the army's armored fighting vehicles fleet, including tanks, apc etc. • £25 billion on helicopters: the modernization of the army's fleet of transport helicopters + the modernization of the Imperial Army Air Corps attack helicopter fleet. • £25 billion on weapons, including, for example, missiles, torpedoes and precision guided bombs. |

Message | Mr. Speaker, The Ministry of Defense agrees with the NCP that we must continue this improvement of our armed forces. However, we wonder if such an investment is disproportionate and, instead of spending 200 billion on machinery to kill people, we use some of that money to really help people through social aid. Message | Mr, Speaker. It is clear that Mr. Hayden is not from a military background. Him being a defence minister should be able to see that the armed forces is in need of a major modernization plan. Social aid is not going to ensure this nation's security. Social aid is not going to sacrifice himself for the defence of the empire, if need be. Social aid, is not going to come to the defence of our foreign allies in their time of need. So I would ask the Defence Minister to discuss matters of social aid outside of a military oriented discussion. Forgive me, I'm not a politician. I'm a soldier. And I speak in terms of practicality and ability, not potentials and weakness. How could investment in the modernization and procurement of military equipment be disproportionate when taking into consideration the number of equipment this nation's armed force contains. The official statistics according to Defence Command are:- Firearms ranging from handguns down to machine-guns:- 3 million Armoured assets of the armed forces:- 6,355. Artillery systems:- 270 Aircraft:- 656 naval assets:- 76 The listed number of equipment was not cheap and took many years to obtain. Not to mention the years and effort taken to develop this nation's nuclear deterrent, which the Defence Minister is lucky to have had in mint condition when he entered office. Does the minister know how much it will cost to upgrade the nuclear arsenal with submarines? Recognizing that this nation holds a nuclear arsenal of roughly 125 active nuclear weapons, it cost 1.8 million for the warheads alone. Not to mention the missile itself, which costs 70 million pounds per unit. The submarines by which these missile will be launched, are not cheap, costing the state 15 billion dollars for their development. If we do the math. If this project is to go through, on an entire fleet of 125 nuclear missiles we will be spending 8.975 Billion on our nuclear arsenal. 15 Billion on the development of a launching platform, amount to 23 billion pounds. Leaving 27 billion pounds for the maintenance of these units. All amounting to the proposed 50 billion budget. It is through socialist policies this nation's defencive and offencive capabilities will be diminished, broken beyond repair.
