This bill will establish an organization to fund and direct the research, construction and implementation of flights over 100 km ASL. Only crafts owned by the Malivian government can exceed this altitude. The development and construction can be done by private industry, where the funding is achieved through a transparent grant process. |

Message | OOC: We'll support this once we know what our nation's status is with regards to economy, etc. How about setting up an interim commission to oversee the allocation of research grants to universities who investigate the possibilities of space travel, etc? That way we can be addressing the probem, but if we turn out to be dirt-poor then we can quietly mothball the idea. It'll mean a proposal with no in-game effects, but that shouldn't be a problem. |

Message | The funding of this agency can be determined based on our economic condition. The agency's purpose is to control any flights from our soil, and provide a central repository of research in this area. Thus it is possible to engage in research at the level of a single individual with rocketry (OOC: Goddard), up through funding for large companies building spacecraft. Clearly the funding will depend on other needs and will change yr to yr, influenced by the current developments in the field. OOC: thus if we are dirt poor we cut funding, if we have money we have the system in place. |
