Message | Because it's silly to allow people to smoke in one region, and not in the other. Some things have to be standard for the entire nation, we believe this is one such thing. It's too easy to abuse. |

Message | not silly at all, there are areas where smoking is popular and there they can be more liberal with their smoking laws. In other provinces smoking is not widely participated in and there they can ban it in public areas. Smoke is a local occurance and thus can be regulated best locally. there is no danger to those across the nation is someone lights up a cigar in Maliv. |
