MessageThis bill was only recently changed in the opposite way. We don't need any more shelters, we are quite ready for major attacks on our cities. Repairs and maintenance is easily regulated by the provisions given to the Civil Defence.

MessageAgainst, this forces us to spend money from the treasury on these shelters, rather then placing it on the private sector.

The need for these shelters is small, and thus we should allow the private sector to develop new, more efficient methods for this. By requiring them to be included in new structures there will be an incentive to improve them.
