| Lorenzo Verhoeven, President of the Republic: "Hon. Members of the Parliament, Personally I thank you and I recognize you your sense of duty to have join all together the Government of National Unity. It's time to begin to take the necessary measures to improve thr security of the Republic and its citizens. This is the first of a series of Acts to provide appropriate tools required to intercept and obstruct the terrorism. Most part of those and next provisions will go to hit part of the freedom of our citizens, I'm personally conscious of this, but there are times that needs of similar measures to increase the capabilities of our national security bodies and agencies to protect at best our Nation, our Citizens, our Society. "Colleghi, quando abbiamo deciso di aderire alla richiesta del Presidente di entrare nel governo di unità nazionale lo abbiamo fatto con piacere ritenendo una mossa utile quella di saldare l'intero arco parlamentare per fronteggiare l'emergenza terrorismo. Abbiamo chiaramente espresso in tutte le sedi la necessità di una soluzione diplomatica e politica alla crisi, il cui obiettivo avrebbe dovuto essere un'opera internazionale di collaborazione al fine di isolare chi ci sta attaccando e riportare le condizioni di sicurezza nel nostro paese. Ci troviamo invece di fronte ad una situazione che non avremmo mai immaginato di dover vedere. I provvedimenti proposti da Verehoven sono totalmente irricevibili e vanno semplicemente nella direzione voluta da chi ci ha attaccato, trasformare una democrazia basata su libertà e garanzie civili e democratiche in uno stato in preda al terrore che si chiude a riccio e limita la libertà dei propri cittadini. Pertanto il nostro voto sarà contrario a questo e ad altri provvedimenti del genere, e nel caso in cui dovesse passare questa norma lasceremo il governo attraverso le dimissioni del nostro Minstro." "Colleagues, when we decided to accede to the request of the President to enter the national unity government we did it with pleasure feeling a useful move to pay for the entire political spectrum to meet emergency terrorism. We clearly expressed in all locations the need for a diplomatic and political solution to the crisis, the objective of which was to be an international collaborative work in order to isolate those who are attacking us and bring the security situation in our country. We are instead faced with a situation that we never imagined to have to see. The measures proposed by Verehoven are totally inadmissible and simply go in the direction intended by those who attacked us, transforming a democracy based on freedom and civil and democratic guarantees in a state terror that closes like a clam and restricts the freedom of its citizens . Therefore, we will vote against this and other such measures, and if it were to pass this rule will leave the government through the resignation of our Minister. " |

And if to the Popular Conservatives the Presidency say to not extremize the situation caused by the fear, for the Environmentalists, the Presidency invite you to reflect on the fact that these proposals will not hit the most foundamental rights of our citizens. It's true, part of the vast civil liberties accorded to our citizens will be tighten, but these are hard measures to hard times. Our policemen should be able to defend themself and the citizens, the Government have to coordinate at best the operation of the security agency and also the Justice should have the capabilities to fast reactions in case of emergency or imminent danger. The President Verhoeven as announced would never proposed such a decree in normal times, but these are not normal times. We are under the menace of an organization that yet 2 times attacked succesfully our nation and our citizens. It's time to act to take the necessary measures Mr Segantini, because unfortunately the death toll are increasing. I invite you to consider the extreme emergency situation and to think that are not in danger the rights of our citizens, but their own life." |

President Verhoeven, despite his political and ideological positions, is acting in respect of his role of guarantor of the National security and Institutions. Our citizens needs of protection in this moment and if it is necessary we should take all the necessary decision to assure it and then to retourn as soos as possible to a normal situation which will allow the Government to retire these particular provisions.
