Votes: This bill presents the formation of a cabinet. It requires more than half of the legislature to vote yes. Traditionally, parties in the proposal vote yes, others (the opposition) vote no. This bill will pass as soon as the required yes votes are in and all parties in the proposal have voted yes, or will be defeated if unsufficient votes are reached on the deadline.

| Members of Congress, After discussions with VP Perkins and other key party representatives, I present to you a cabinet proposal for my second term as president. It is clear once again that the country wants strong, stable but moderate government and this coalition represents just that. I am pleased to offer positions to the Centrist Party, whose free market economy policy has led to them receiving many millions of votes. If this coalition cabinet passes, I also nominate Gabby Kaur of the Centrist Party to be the Majority Speaker of the House representing the government coalition. Furthermore, Godfrey Thackery of my party is proposed as the Minister for Constitutional Affairs and Progress. In addition, I once again invite the National Party and Madame Wiley to nominate the Minority Speaker of the House as the biggest party or caucus on the opposition benches. Thank you. | Message | Majority Speaker Kaur, Members of Congress, It is clear that it is Madame Wiley who does not understand the basic principles of co-operative democracy and how caucuses are formed or else she would not try to ride roughshod over our constitution - unless, of course, it is her sole intention to create chaos and anarchy at every turn. Her all-party 'Congressional Parties of Baltusia' group idea is so preposterous, unworkable and completely against the democratic will of the vast majority of parties that it almost does not require any comment, but I will say this: if she attempts to enrol our party into any group or caucus in the future without our express permission we will sue her. Secondly, despite what Madame Wiley says about the composition of the Left Bloc, Right Alliance and other caucuses, she has overlooked the Centrist Alliance, which outnumbers the Alliance for Freedom and Democracy in Congress, so she can have no argument on those grounds. It also means that the Majority Speaker is already from the Centrist Party (the biggest party in this organisation) and does not need to wait for this bill to pass. And finally, we repeat: if this Government coalition bill passes it will create the largest co-operating body in Congress, which, by definition, allows the largest party within its ranks to put forward the Majority Speaker - as we have already ascertained that will be the current Majority Speaker, Gabby Kaur of the Centrist Party. We ask that Madame Wiley reconsiders the situation and with good grace takes up her position as the Minority Speaker, representing her new associates in the Left Bloc.
