Regulations governing paramilitaries should include:

- No chemical, biological or nuclear weapons to be possessed or used,
- Only one paramilitary group per party,
- All paramilitaries to be publicly acknowledged,
- A maximum number of soldiers per group (1,200),
- Provision for the government to inspect the activities of the groups at any time,
- The combined number of paramilitary soldiers must not exceed that of the regular armed forces.
