PREAMBLE Our nation is a Federal Republic that delegates certain policies and obligations to a local level. This legislation acknowledges that fact, and sets out the framework for delegation. Articel 1 Under the laws of our Federation the following issues will be decided on a local level. (1) The use and pruchase of fireworks. (2) Positive discrimination in hiring. (3) Regulation of hunting. (4) Policy regarding a national park system. (5) Number of working hours. (6) Establishing fishing quotas Article 2 Local Governments are responsible to operate and/or fund certain activities or instituitons. In respect to that Local Governments and the Federal Government agrees on the following (1) The Local Governments remunerate the ministers of religion Back-up Clauses Clause 1 When proposing a Bill that concerns local governments, the Party must include an Amendment to this Act in the Bill's description. |
