Marya bin Jakar Al-Quadar, Minister of Health and Social Services: "To stimulate even more the economy and to propose a new way to provides a welfare coverture to our citizens, we would like propose this reform of part of our welfare system to not only freed important funds which could be used for usefull programs, but we would also propose to give to the citizens the freedom to choice how spent their money. The Government with this bill will continue to provides coverture on the expenses of the citizens respecting a progressive system of negative taxation: we will recognize tax deductions if not subsidies under a certain income to cover the cost of the services they chosen. (OOC: if the pension is compulsory, we can assume that the state have to intervene, like the option for the healthcare which provides a total coverture for the expenses of the citizens for the private healthcare). We are sure that with this reforms, the Government will be able to make money-saving for the national budget and we will give to our citizens the rights to choice their services. |
