Description[?]:

Article 1:

This is a voluntary agreement made in similar spirit to to Bill Drafting Guidelines. It is intended to complement the BDG.

Article 2:

There shall be a defined "Manifesto Bill", which shall be subject to the following conditions:

i) Manifesto Bills shall be clearly labelled as such by the creator in both the title and the bill description.

ii) Manifesto Bills shall contain at least one constitutional issue.

iii) Manifesto Bills shall be submitted to vote immediately after creation.

Article 3:

Manifesto Bills shall be exempted from the terms of the BDG.

Article 4:

Any bill failing to meet the conditions laid out in Article 2 shall not be considered a Manifesto Bill and shall therefore be subject to the conditions of the BDG.

Article 5:

No party commanding a two-thirds or greater majority in the National Assembly shall be permitted to submit a Manifesto Bill.

Article 6:

No party shall have more than one Manifesto Bill in the voting stage at any time.

Article 7:

No more than one Manifesto Bill shall be presented per party, per term.

Article 8:

For the remainder of the term in which a Manifesto Bill is submitted, and throughout the subsequent term, a party shall be honour bound to vote in favour of bills consisting entirely of proposals mentioned in it's Manifesto Bill.

MessageOOC: Manifesto Bills are not particularly desirable, however, in the absence of a campaigning feature on this game, such a function will at least allow parties a way to correct often wayward ideological appearences.

IC: Article 2:

i) To ensure that other parties are aware of the nature of the bill, and thus avoid confusion.

ii) To create the situation whereby such bills require at least a two-thirds majority to pass. This prevents Manifesto Bills from passing under the terms of (iv).

iii) To prevent the debate section from becoming cluttered with such bills.

iv) To prevent the bill from passing under the terms of (ii).

MessageArticle 5: This is basically to prevent manipulation of the Manifesto Bill option by parties with a majority of two-thirds or greater, whereby they could submit a bill as a manifesto, thus allowing them to bypass the terms of the BDG.

I think (iv) could be relaxed. It is most unlikely that enough others will support a manifesto to allow it to pass. If there is that level of support, it could have passed as a general bill anyway.

MessageOOC: Frankly, I believe that manifesto bills shouldn't exist, period. Part of the fun of the game's fun is to find an appropriate market niche without betraying your principles. The problem with voluntary codes is that they are easily ignored. I wish the consistency effect was working well...

MessageOOC: I have no objection to manifesto bills unless they force me to vote against (like the last ILP manifesto) to prevent the bill passing, and as a result cock up my ideological positions. The proposed resolution shall eradicate this problem if agreed. I also think that if the Bill Drafting Guidelines were clearly displayed somewhere, the parties, in particular the newer ones, would be more likely to follow them. At the moment you have to access the relevant bill, which is quite hard to find in the huge list of past bills.

MessageOOC: ILP: I don't object to you submitting a manifesto, just stick at least one constitutional issue in there so it requires a two-thirds majority to pass.
RDP: Absolutely. We would however suggest a party organisation, with the BDG (plus this if it passes) effectively becoming its constitution.
