OOC: This act will also establish a separate upper house, that we can roleplay, named the Senate (Majlis al-Shuyukh). It will have 81 members, with 40 renewed at every ordinary general election (the 81st will be whoever is the Vice-President), making for a staggered system. The seats will be awarded to each party with the D'Hondt method, and be based on popular vote results of the lower house elections.

A similar system is used in the Istalian Republic here in the game, and it has made for good roleplay. I can take care of the calculations if you want, and keep track of results over time.
