An Act to protect Rutanian culture and its industry.

Article 2.
2.1 All radio, television broadcasters and digital media services must allocate, at minimum, 30% of its air time to Rutanian content.
2.1.1 Digital Media Services with "by demand" services shall guarantee an offering of at least 30% Rutanian content.
2.2 Rutanian content shall constitute a production judged on the following criteria points: Production in Rutania, Subject matter related to Rutanian culture, production staff majority Rutanian, Artists are Rutanian citizens, Producers are Rutanian.

The RP simply disagrees with Article one under basic business practice and, the rest under freedom of speech. We hope not offended the Eco-Socalists with these statements, the RP always believes in pushing for Rutinian content, however we would prefer it see it done by voluntary means over forcing creators too.
