MessageAs of now, smaller regions have a "considerable advantage" when it comes to seat distribution. Under the proposed legislation, larger regions would only have a "very small" advantage when it comes to seat distribution. Providing larger regions with a very small advantage would work to ensure that every vote is equal, rather than the votes of those in smaller regions being more important than those in larger regions.
