Proposal[?] to change Civil defence is the government's policy on providing shelters to be used in the event of attacks on major cities, mainly nuclear attacks and bombing.
Old value:: Local authorities are responsible for building and maintaining shelters.
Current: The government builds and maintains a network of shelters across the nation.
Proposed: Every public building is required to feature provisions for civil defence and at least 50% of spaces must be allocated to private citizens.

Old value:: The nation shall never use nuclear weapons in warfare.
Current: The nation shall never use nuclear weapons in warfare.
Proposed: The nation shall never use nuclear weapons in warfare unless another nation uses them first.

Message | Articale 1.2, - Every major and minor city shall have Federally funded shelters for a minimum to house 5% of the population within the city. Any more shelters are require local funding - Towns will be allocated 1 to 3 large shelters based on population. Any more require local funding - All other shelters are required to have local funding Article 3, Allocation of space: - 50% of Space allocated to Civilian rooming - 25% of Space allocated for long term supply storage, as to function at full operational ability for 6 months after any major crises. - 25% of Space shall be allocated to fungi one personal, equipment and other needed rooming/operation centres. Article 4, - Any and all citizens within a shelter must comply with marshal law, and my be drafted at the commanding officers discretion. Article 5, - Shelters shall be build to withstand and to operate in natural disasters, war time conflicts, stricken of any weapons of mass distraction. Article 6, Allocation of space to citizens - Space shall be given on a first come first served basis, once maximum cupasity is reached or a stiuation that is deemed to threatening for the shelters door kept open, the public will be turned away, and directed to the next available shelter. |
