| Preamble: In order to promote the uniform enforcement of law and justice a federal police force shall be established. Article One: Provides for the organization of distinctive federal and local police forces Section One: Provision shall be made for the establishment of a national police force with the power to enforce law between jurisdictions. Section Two: Local jurisdictions shall be granted the power to levy taxes in their community in order to fund and establish local police departments. Article Two: Mandates the distinction between national defense and law enforcement Section One: The powers of arrest previously granted to the military shall be suspended. |
