The Ministry of Finance proposes to adjust the government's income tax policy to better address the economic situation of the Commonwealth of Rutania. We offer a tax plan that will increase revenue modestly from current levels while offering a tax cut to the highest brackets with the hopes of spurring private investment in the nation. The proposed tax bracket reorganization offers a fair and simple tax system for all Rutanians. The Ministry present this plan to modestly raise revenue to achieve a surplus of 5 billion rutas annually in anticipation of the successful negotiation of a High Speed Rail corridor, and to provide funding for the planning phase of a moderated version of the 'Sustainable Cities Program" and the spending that would accompany them.
