MessageOOC: 2/3 of the People's Assembly is required to vote in favour in order to pass. In this case, only 3/5ths of the People's Assembly have voted in favour. This is how the super-majority for constitutional amendments is interpreted, and by such this slate is not adopted.

The Assembly should clarify, is a vote of 2/3 of the Assmebly required, or 2/3 of votes cast? I believe it plainly says 2/3 of the People's Assembly.
